Mr. Frankal, age 38, joins ME from the European Central Bank in Frankfurt, where he was Senior Economist, responsible for work on European relations and European issues including migration, EU climate change policy, enlargement, better regulation, trade and, in particular, the Treaty of Lisbon and the Intergovernmental Conference that preceded it. He recently published, 'How will the Treaty of Lisbon affect EMU'. Prior to that, and based in the Bank's Legal Services, Baron was the Bank's UK rapporteur and legal expert in the payments systems and securities settlement field, as well as working on financial markets integration. Before joining the ECB, Baron was a solicitor at the City of London firm CMS Cameron McKenna, from where he was seconded to Budapest, Hungary. He has also worked internationally and has experience at the United Nations in Geneva and representing the Law Society of England and Wales. Born and bred in Manchester, Baron attended Manchester Grammar School before studying history at Oxford University and law at Nottingham Law School. "I am astounded at the way Manchester has changed in 20 years," he says on his return, "every time I came to visit, which was often, there was a spectacular new building. To talk of Manchester aspiring to be a world class city is no longer a fantasy."
